Short answer
On the state portal Latvija.gov.lv you can create and send an e-invoice through the official electronic address (e-address). For direct state administration bodies the e-address is the mandatory channel. The system creates two files — a machine-readable XML and a human-readable PDF. If you issue many invoices, it’s more convenient to send them from your own accounting or invoicing system.
When this route makes sense
- You rarely invoice public bodies.
- Your accounting software can’t create e-invoices yet.
How it works
- Log in to Latvija.gov.lv with eParaksts or your internet bank and choose to act on behalf of your company.
- Open the e-address service and choose to create an e-invoice.
- Fill in the invoice details — recipient, goods or services, amounts, VAT.
- Send it. The e-address creates the XML and PDF files.
Important: the e-address only sends a commercial invoice as defined by Peppol (code 380), so you can’t choose a credit note or prepayment invoice there as a separate type. A delivery note (waybill) is not an e-invoice and must be prepared separately.
If you issue many invoices
Manual entry on the portal is fine for occasional use. If you issue many invoices, e-invoices should be created automatically from your system — see how to connect e-invoices to your accounting software.
E-mail can be used as a channel for sending e-invoices, but because of security risks the Ministry of Finance does not recommend using it as the main channel.
